Elisa Bell, M.D.
Dr. Elisa Bell,
hailed by many as the consummate psychiatrist, has
become known as a “community psychiatrist.
She has demonstrated her
commitment to the provision of services in the least
restrictive environment through the development of day
treatment components, specialized therapy, milieus, and
child and adolescent after-school programs.
Dr. Bell’s educational background
includes the following:
a Bachelor of Science in biology
from Iowa Wesley College, Doctorate of Medicine (M.D.) from
Southern Illinois School of Medicine, Pediatric Internship
at Loyola University Medical Center, Adult Residency at
Illinois State Psychiatric Institute, and a fellowship in
Child and Adolescent Psychiatry at the University of
Michigan Hospital.
She is licensed to practice in
Illinois, Indiana, and Michigan.
She is board certified in adult,
child, and adolescent psychiatry.
Her initiation into the community began
when she was chosen to develop a child and adolescent mental
health program in the Englewood community.
For four years, she worked at
the now defunct Englewood Community Health Organization
(ECHO).
When ECHO closed, she went to
work for Dr. Carl Bell as a consultant at the Community
Mental Health Council (CMHC).
Also, Dr. Bell has had a private
practice in the south Loop.
During her tenure at CMHC, Dr. Bell
became very involved in the community.
Among her activities are the
following:
organizing an annual Christmas
party for the children; sponsoring a free basketball outing
for
children who improved their
academic grades.(Parents were included in the outing.
In addition to those activities,
she has presented a Black History Program that featured
African dancers, storytelling, and a DARE representative.
Dr. Bell’s commitment to the community
was evident by her active participation in the following
programs:
coordinating a Lead Awareness Conference at Kennedy King
College; personally securing Dr. Stan Blom, a clinical child
psychologist from South Bend, Indiana, to provide
psychological testing for children at CMHC; serving on the
board of the Chicago Southside Autism Support Group;
becoming a spokesperson for the Human Animal Violence
Connection; lecturing to women on depression at a local area
church; lecturing on the effects of violent gangster rap and
violent videos on children; lecturing at the 2nd
Annual African Research Forum at Chicago State University;
participating on a panel along with former President
Clinton, his wife Hillary, and other doctors on the State of
Youth Today; and, providing crisis intervention at an
Evanston high school after a shooting.
She was also instrumental in
developing a Crisis Intervention team for college students
who were victims of Hurricane Katrina.
Dr. Bell’s most recent project has been
setting up a nonprofit organization in Ghana, West Africa,
to provide primary prevention in the areas of education,
medicine, and psychosocial development..
She sponsored the collection of
300 book bags filled with supplies as well as 1500 text
books to two villages in Ghana.
She organized a nonprofit five
year research project known as the GHANA CONNECTION.
Presently,
Dr. Bell is a full time Outpatient Child Psychiatrist at
Edgewater Systems for Balanced Living in Gary Indiana.
She also does consultation
at the Gary School Corporation
Special Education Department.
She has spearheaded
an Autism Parent Advocacy Group
in Northwest Indiana, presenting over 15 lectures since
April 2006 on the subject of autism.
In addition, she is trying to
secure funding for an Asthma Research Project for Black
Women in Illinois.
An avid patron of the arts, Dr. Bell
enjoys participating in African dance performances, jogging,
and traveling.
She believes in the development
of the whole individual.
That’s why she is so passionate
about her work in community service here and abroad.
